Complete the Online Vendor Registration Process and, if applicable, Michigan Business Certification

Registration is an important first step for businesses since it allows vendors to receive purchase orders and payments from the State of Michigan. Register by accessing the Contract & Payment Express site.  This site requires businesses to enter general business information and to indicate the types of goods and services they offer.

The Office of Financial Management's Registration Help Desk at 517-373-4111 or 888-734-9749 can assist with questions.  The registration FAQ also contains helpful tips.

Once you have registered with a unique user ID, a password will be mailed to you.  This password will allow you to update your vendor registration account online.  It is recommended that you log in at least once a year to keep your registration current.  Be certain that you follow up on the section on EFT compliance.

You will NOT receive automatic notification regarding solicitations.   Please visit the Bids & Proposals page frequently to find current bidding opportunities.


If You are a Michigan-Based Company

To comply with 18.1261 and 18.1268 of the Michigan Compiled Laws, and Executive Directive 2004-3, a bidder must 1) complete the vendor registration process noted above and 2) submit the Certification of Michigan Based Business form .

Michigan Business Certification means that in purchasing commodities and services for the State of Michigan, a preference may be applied as follows:

Michigan Preference - A preference is given to products manufactured or services offered by Michigan-based firms if all other things are equal and if not inconsistent with federal statute. (MCL 18.1261).

Reciprocal Preference - A reciprocal preference to a Michigan business against an out-of-state business is allowed for purchases exceeding $100,000 and if not inconsistent with federal statutes. Under this provision, a Michigan bidder is preferred in the same manner in which the out-of-state bidder would be preferred in its home state. To claim this preference a bidder must certify to being a Michigan business and must authorize the Department of Treasury to release information necessary to verify the entitlement (see Certification of Michigan-Based Business form ). A business that purposefully or willfully submits a false certification is guilty of a felony, punishable by a fine of no t less than $25,000. (MCL 18.1268).
