• Public Forum for Michigan Uniform Energy Code Part 10 and Part 10a
The Department of Labor & Economic Growth, Bureau of Construction Codes, will hold a public forum on Tuesday, August 12, 2008, to allow individuals an opportunity to ask questions regarding the proposed Michigan Uniform Energy Code. Additional Information Regarding the Michigan Uniform Energy Code

• Boiler Operator and Stationary Engineer Registration
Recent amendments to the boiler law require the State of Michigan to develop a program for the evaluation and registration of boiler operators and stationary engineers. It is important to note that registration is NOT MANDATORY on the part of a boiler operator or stationary engineer. The State of Michigan is in the process of establishing rules designating the course content for qualified technical education programs. Once rules are established, a notice will be provided on the bureau's web site announcing the acceptance of applications for registration.

• Boiler Licensing for a Residence
Recent amendments to the boiler law have resulted in a long awaited change. The boiler law no longer regulates licensing of individuals who install or repair boilers in a private residence or apartment building with less than 6 families. By default, the licensing of individuals doing boiler installation or repairs in these locations falls to the State of Michigan Mechanical Division. You may refer to the Forbes Mechanical Contractors Act, section 338.977 Sec.7.(1) of PA 1992 of 1984, by linking below.

• Public School Site Plan Review Reference Guide
The Michigan Department of Labor and Economic Growth (DLEG) has established the Public School Site Plan Review Reference Guide (Guide) for making recommendations to the Superintendent of Public Instruction (SPI) for the approval of school site plans in accordance with the Memorandum of Understanding (MOU) entered into by the Michigan Department of Education (MDE) and DLEG.

Accordingly, the Guide has been developed to provide guidance to DLEG in the course of reviewing school site plans to assess the level of public safety and providing a recommendation to the SPI for approval of the site plan. This Guide will be used by DLEG in the evaluation of site plans submitted for school projects in order to make a recommendation to the SPI for approval.

• Manufactured Housing General Rules
The Michigan Manufactured Housing General Rules have been updated to provide clarification to address industry concerns regarding construction and maintenance of manufactured housing communities. Also, as a result of Executive Order 2006-16, it is necessary to clarify the inspection responsibilities that were previously assigned to the Michigan Department of Environmental Quality. Additionally, rule amendments are necessary to align with changes to the Mobile Home Commission Act, 1987 PA 96. Amendments to these rules become effective September 2, 2008.

• Attention Journey Plumber Examination Applicants
The journey examination copper project has changed. You must now provide the materials for the copper project. This change will be effective for the July 17, 2008, examination and all dates thereafter. Individuals not having the materials will receive an incomplete grade of 0%.

• Michigan Elevator Rules Notice
The Bureau of Construction Codes recently updated R 408.7019 of the Michigan Elevator Rules. The affected rule updates the licenses, permits, certificates, and inspections fees to support the elevator program. This rule was filed with the Secretary of State on May 8, 2008, and will become effective 60 days after filing. The new fees will apply to all documents received on or after July 7, 2008.

A copy of the rule is provided below and becomes a part of the Michigan Elevator Rules as of the effective date. The amendment will be included as an insert until such time as the code rules are reprinted.

• 2006 Michigan Building Code, 2006 Residential Code and 2006 Michigan Rehabilitation Code
The 2006 Michigan Building/Residential Code Rules and 2006 Michigan Rehabilitation Code Rules were filed with the Secretary of State on April 2, 2008, and take effect August 1, 2008.

The building, residential and rehabilitation rules are only those rules affected during the recent Michigan amendment process. As Michigan also adopts by reference rules from the International Building, Residential and Rehabilitation Codes, it is the responsibility of the code-enforcing agency to assure the complete Michigan Building, Residential and Rehabilitation Codes are purchased for use by inspection staff and a copy of each is available for inspection by the public.

As a result of several requests, the Bureau of Construction Codes has resumed the state sponsored inspector training (Act 54) at the MacMullan Conference Center at Higgins Lake this fall.
