Developing an Approvable Watershed Management Plan

Developing a Watershed Management Plan (PDF 1,000 KB)

Please Note

Beginning with FY03 grants, the United States Environmental Protection Agency (EPA) is requiring all watershed projects funded under Section 319 of the federal Clean Water Act to be supported by a Watershed Plan which includes the nine minimum elements listed in the following tables. To be eligible for Section 319 funding your watershed plan must address all nine elements. All plans developed using FY03 or subsequent Section 319 monies must incorporate these nine elements.

While there is considerable overlap between EPA's nine elements and the DEQ guidance, please note items a, b, g, & h. Although these elements are consistent with the DEQ guidance, EPA requires more detail than what is typically envisioned as meeting DEQ requirements.

The nine minimum elements are excerpted from the EPA document "Supplemental Guidelines for the Award of Section 319 Nonpoint Source Grants to States and Territories in FY 2003" which is available directly from the EPA or at the following internet address:  http://www.epa.gov/owow/nps/Section319/319guide03.html .
