The Michigan Department of Human Services (DHS), Bureau of Children and Adult Licensing (BCAL), issued an order of summary suspension and notice of intent to revoke the license of Genesee County child care center licensee Robert Thompson and Little Characters Child Care, #DC250291926, 3020 Dupont, Flint. This action resulted from a recent investigation of a complaint of the child care center.
The July 28, 2008, complaint investigation found violations of the Child Care Organizations Act and administrative rules regarding maintenance of premises, program director qualifications, and indoor space. BCAL took emergency action to protect the health, welfare, and safety of children.
Effective 6 p.m., July 29, 2008, the summary suspension order prohibits Robert Thompson from operating a child care center at 3020 Dupont, Flint, or at any other address or location. Accordingly, he may not accept children for care after that date and time. The order also requires Mr. Thompson to inform all of the parents of children in his care that his license has been suspended and that he can no longer provide child care.
Mr. Thompson has held a license to operate a child care center since December 14, 2007. The license was for 24 children.
Michigan law defines a day care center as a "facility, other than a private residence, receiving 1 or more preschool or school-age children for care for periods of less than 24 hours a day, and where the parents or guardians are not immediately available to the child. Child care center or day care center includes a facility that provides care for not less than 2 consecutive weeks, regardless of the number of hours of care per day . . ."
