Energy Efficiency and Conservation Block Grant
Michigan Initiative

On March 27, 2009, the U.S. Department of Energy (DOE) released the guidelines and the funding allocations for the Energy Efficiency and Conservation Block Grant (EECBG) portion of the American Recovery and Reinvestment Act 2009.

Michigan was allocated $76.6 million for local governments to use for projects and programs to reduce total energy use. About $54.5 million goes directly to large cities and counties. The DOE allocations for individual Michigan cities' and counties' block grants are available here.

Interested parties are encouraged to contact their city or county directly for ways to partner with them on EECBG funding and assist local governments to meet these goals.

The Michigan Department of Energy, Labor & Economic Growth/Bureau of Energy Systems (DeLEG /BES) was allocated $19.6 million to support energy efficiency and conservation programs for smaller counties and cities as well as statewide efforts. The DeLEG /BES will make 60 percent ($11.76 million) of these funds available to smaller cities and counties through a competitive bid process. The remaining 40 percent can be expended at DeLEG /BES discretion.

The DeLEG /BES is preparing proposal guidelines describing how the block grant funds may be used and awarded; emphasizing project cost-effectiveness, energy savings, project readiness and job creation. Guidelines are not ready and there is no application process yet available.
