Governor appoints cabinet that reflects One Michigan

Governor Granholm rounded out her cabinet appointments last week by nominating former State Senator Mitch Irwin to direct the Department of Management and Budget.  The Governor has now filled all the top posts in her administration.  She has appointed virtually her entire Executive Office staff as well.

Governor Granholm’s appointment process resulted in what is believed to be the most diverse cabinet in the history of the state.  After receiving thousands of applications from women and men around Michigan and the country, the Governor selected a group that exemplifies the core values of her administration.

“I’m so proud to have a cabinet that embodies excellence and truly reflects the face of Michigan,” said the Governor.  “This is a phenomenal team that will make Michigan proud as well.”

Among her appointments were several historic ones, including:

  • Gloria Jeff as the first African American and first woman to direct the Department of Transportation;
  • Teresa Takai as the first woman and Asian American to head the Department of Information and Technology; and
  • Lt. Col. Tadarial Sturdivant as the first African American to direct the State Police.

Her appointees also hail from different regions across the state:

  • Mitch Irwin, the new head of DMB, represented the Upper Peninsula as a State Senator and maintains residence in Sault Ste. Marie;
  • Nannette Bowler, director of FIA, is from Grand Rapids;
  • Jeff is a Detroit native; and
  • William Anderson, director of HAL, is from Ludington on the state’s northwest coastline.

William Anderson, Department of History, Arts and Libraries
Bill Anderson, previously a member of the Michigan Humanities Council, was first appointment by Governor Engler to direct this newly created department.  Anderson, a former educator, administrator and college president, holds a master’s degree in history from Central Michigan University and a Ph.D. in higher education administration from Southern Illinois University.

Nannette Bowler, Family Independence Agency
Nannette Bowler worked as the director of the Michigan State University Chance at Childhood Program, a law and social work initiative aimed at helping children and families.  She previously served as legal counsel and executive director to former Lt. Governor Connie Binsfeld’s Commission on Children.

Steven E. Chester, Department of Environmental Quality
Steve Chester was previously a principal at the law firm of Miller, Canfield, Paddock and Stone.  He also served in the Environmental Protection Agency (EPA) under President Clinton as deputy director in the Office of Criminal Enforcement.

Maj. Gen. Thomas Cutler, Department of Military and Veterans Affairs
Thomas Cutler, a heavily decorated airman and officer, was previously the Assistant Adjutant General for the Air National Guard and the Deputy Director for the Department of Military and Veterans Affairs.  He has served in the military since 1970.

David Hollister, Department of Labor, Economic Development and Urban Growth
Former Lansing Mayor David Hollister joins the Granholm Administration to direct a new agency that will combine the Department of Consumer and Industry Services with the Department of Career Development.  Hollister, a former teacher, county commissioner and state representative, has served as mayor since 1994 and has overseen tremendous economic successes in Michigan’s capitol city.

Mitch Irwin, Department of Management and Budget
Mitch Irwin served in the Michigan Senate from 1979 to 1991, where he represented the eastern Upper Peninsula and northern Lower Peninsula.  Currently, he is owner and president of The Irwin Group, Ltd., an East Lansing-based business development, investment and consulting firm.  Irwin also participates in numerous limited liability companies that have developed a number of small businesses around the state.

Gloria J. Jeff, Department of Transportation
As the new Director of MDOT, Gloria Jeff returns to the agency where she worked for 12 years, including five years as Deputy Director.  In 1997, Jeff was appointed by President Clinton as Deputy Federal Highway Administrator.  Most recently, Jeff was Vice President and Board Member of Parsons Brinkerhoff Quade & Douglas, an international infrastructure delivery firm.

Mary A. Lannoye, Budget Director
Mary Lannoye served in the Engler Administration from 1993 until she resigned as budget director in 2001.  Since 2001, she has been a principal at Health Management Associates, advising clients in public sector finances and governmental relations.

Janet Olszewski, Department of Community Health
Janet Olszewski was previously the vice president of government programs and regulation at M-CARE, a nationally recognized managed care organization. Before joining M-CARE in 2000, Olszewski spent her career in the Departments of Community Health and Public Health under both Governors Engler and Blanchard.

William Overton, Department of Corrections
Bill Overton had been the Director of Corrections under Governor Engler since March 2002, and Governor Granholm has nominated him to continue in his current role.  Overton has served in nearly every aspect of the corrections field, starting as a probation officer.

Jay B. Rising, State Treasurer
Jay Rising served in the administration of former Governor Blanchard as deputy state treasurer for policy development and finance from 1983 to 1991.  Rising was principal and resident director with the law firm of Miller, Canfield, Paddock and Stone from 1991 until his recent appointment.

Lt. Col. Tadarial J. Sturdivant, State Police
Tadarial Sturdivant served as deputy director of the Uniform Services Bureau for Michigan State Police before his appointment by Governor Granholm as Director. He has been with State Police since 1978, working his way up from a trooper stationed at the Ypsilanti Post.

Teresa M. Takai, Department of Information Technology
Before her appointment by the Governor, Teresa Takai was the Director of Process Development at Federal Mogul.  She is serving in her first job in government after more than 30 years of management and technology experience in the private sector.  Takai also held senior positions at major corporations, such as Ford Motor and Electronic Data Systems, where she directed global information technology operations in several capacities.
