The newest Day in the Life features not one, but two excellent DIT employees. Carol Phillips and Peggy Mead are DIT’s Human Resources Client Specialists. They are responsible for providing customer service to the department regarding human resource transactions, and in particular, they work with hiring managers and their designated area HR Liaisons. Carol’s clients for transactions include Agency Services, Contracts & Procurement Services, and Employee and Financial Services. Peggy’s clients are those in Infrastructure Services, Enterprise Security, the Office of Strategic Policy, the Office of Technology Partnerships and the Director’s Office. Two other important members of the HR Staff are Shellie Budd and Fran Wresinski. It is also important to note that Peggy and Carol work in close partnership with DMB Human Resources. While Carol and Peggy are responsible for a lot of the front-end work on HR transactions, our friends at DMB handle recruitment and interface with Civil Service.
On a given day, Peggy and Carol spend a majority of their time working on direct customer service issues. Carol says she averages ten to twenty phone calls a day, and thirty to fifty e-mails. Meanwhile, Peggy gets about ten phone calls a day and upward of fifty e-mails. During these calls and e-mails, Carol and Peggy help the clients by answering questions, following up on issues and working through the various HR forms and procedures. The transactions come to Carol and Peggy after first going to Shellie Budd, who ensures that all the paperwork is correct and accounted for, and who also gets budget approval for the transaction (from both DIT and the State Budget Office). Manager Fran Wresinski addresses many of the policy-related, organizational, or labor relations issues.
Another big project Carol and Peggy are working on is the Recruitment & Selection process. They are working with several others to streamline and improve the current hiring process. This includes addressing issues as they arise, working on the Targeted Selection process, and helping to develop some new web resources for our employees and hiring managers.
Anyone who has ever gone through an HR transaction has seen the DIT-0026 form. At one time or another, all of these DIT-26 forms find their way to Carol and Peggy. DIT’s HR Liaisons also play a role. The liaisons work with their respective agency managers to streamline and coordinate the transactions so that Carol and Peggy are able to expedite them more quickly. From beginning to end, many people have a part in what Carol and Peggy do for the department.
Carol and Peggy both say that the best thing about their job is that they are able to accomplish so much for people. When a transaction closes and the customer is happy, they can take pride in knowing that they played a role. “You know when you’ve had a good work day,” says Carol. The biggest frustration that anyone in Human Resources faces is that sometimes, there just is not enough time in a day to get to everything they’d like to for their clients.
Carol has worked for the State for 28 years, with three departments besides DIT. She started as a steno clerk and has worked her way up to the specialist position she now holds. Carol is married and has a daughter who attends the University of Michigan.
Peggy has also been with the State for 28 years. Prior to joining state service, she worked for Michigan State University. Peggy started as a typist and has succeeded in her goal of becoming a specialist. She is married, has one daughter and two grandkids.
Thanks to employees like Carol and Peggy, DIT has developed to provide a high level of service when it comes to Human Resources. Fran, Shellie, the HR Liaisons and several DMB employees are also very helpful in making the HR process an easy and satisfying one for all of DIT’s employees.
