Whereas, Since 1985, Help Eliminate Auto Thefts (H.E.A.T.) has successfully empowered Michigan's residents to fight auto theft in their neighborhoods by confidentially informing authorities of what they know about auto-related crimes; and,
Whereas, Residents have helped H.E.A.T. recover more than $50 million in stolen property and assisted in the arrests of more than 3,000 suspects involved in auto theft rings, chop shops, carjackings, and fraudulent car thefts, among other auto-related crimes throughout Michigan; and,
Whereas, Auto-related crimes erode the economic security and overall quality of life of Michigan's residents; and,
Whereas, H.E.A.T. is funded by the Michigan auto insurance industry and its 24/7 tip line is monitored by the Michigan State Police Criminal Investigation Section, which directs tip information to appropriate police agencies throughout the state; and,
Whereas, Turn Up the H.E.A.T. Week is a way to celebrate H.E.A.T.'s 24th anniversary and continue to raise awareness and prevent auto-related crimes in Michigan;
Now, Therefore, be it Resolved, That I, Jennifer M. Granholm, governor of the state of Michigan, do hereby proclaim the week of October 19, 2009, Turn Up the H.E.A.T. Week in Michigan. H.E.A.T. encourages residents of this state to call 1-800-242-H.E.A.T. (4328) to confidentially inform authorities about auto theft-related crimes.
