The mission of the Small Area Income and Poverty Estimates project is to make intercensal estimates of median income and poverty rates for states and counties. The Census Bureau has used a combination of multiple regression estimation techniques and shrinkage techniques to create these estimates for five income and poverty statistics at the state level and four income and poverty statistics at the county level.
