The Office of Racing Commissioner

The Office of Racing Commissioner (ORC) was originally established by the Racing Act of 1933 to authorize and regulate pari-mutuel horse racing in Michigan. Currently, the ORC functions under the Horse Racing Law of 1995, as amended, and in accordance with the Racing Commissioner General Rules. The ORC is an independent agency created within the Department of Agriculture, in accordance with the Executive Organization Act of 1965.

The program objectives are achieved through the regulatory activities of the ORC which issues track, race meeting, occupational licenses, and simulcasting permits; allocates racing dates and simulcasting schedules; collects racing license and tax revenues; appoints stewards and veterinarians to represent the state; hears appeals from decisions of stewards and on other matters; approves track appointed officials; monitors the daily conduct of live and simulcast racing; conducts equine and human drug testing programs; investigates any irregularities in racing which may lead to formal hearings, administrative disciplinary actions and/or criminal prosecution; and develops ways to improve and promote pari-mutuel horse racing in Michigan.
