The Association of American Seed Control Officials (AASCO) is an organization of seed regulatory officials from the United States and Canada. The Association was organized in 1949 from an outgrowth of regional meetings held in various parts of the United States. The members meet annually to discuss mutual concerns of seed law enforcement, to be updated on new developments in the seed industry, and to update the Recommended Uniform State Seed Law (RUSSL) which the organization developed and maintains as a "model" law for states and federal programs.
States do not have authority to enforce any of the provisions of RUSSL unless they have been enacted into the state’s own seed law by its legislature. Michigan’s seed law was modeled after a version of RUSSL that existed a number of years ago, but has not been amended to include all of the current provisions of RUSSL. Anyone distributing seed in the State of Michigan must comply with the provisions of the Michigan Seed Laws and its associated regulations (links can be found on the Seed Program home page).
