Quarantine Level I - Twenty-one counties of Southeast Michigan including Branch, Calhoun, Clinton, Eaton, Genesee, Gratiot, Hillsdale, Ingham, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saginaw, Saint Clair, Sanilac, Shiawassee, Washtenaw, and Wayne.
Quarantine Level II - The remaining 47 counties of Michigan’s Lower Peninsula not described in Quarantine Level I above. In the Upper Peninsula, the City of St Ignace and the townships of Moran, Brevort, and St Ignace in Mackinac County. In Chippewa County, the area near Brimley State Park. And, in Houghton County, the City of Hancock, the townships of Torch Lake, Schoolcraft, Calumet, Osceola, Franklin, Hancock, and Quincy.
Quarantine Level III - The entire County of Keweenaw and the remaining portions of Mackinac and Houghton Counties in the Upper Peninsula not identified in Quarantine Level II above.
Regulated Articles - All hardwood firewood (not just ash), ash logs with bark, ash lumber with bark, hardwood wood chips greater than one-inch, ash limbs, ash branches, and ash stumps.
Movement - The movement of hardwood firewood and other regulated articles out of the twenty-one contiguous county area of Quarantine Level I is prohibited unless under a valid MDA Compliance Agreement. The only exception would be non-coniferous (Hardwood) wood chips and non-coniferous bark chips, three inches or smaller in two dimensions may move from Quarantine Level I to Quarantine Level II in the Lower Peninsula without a compliance agreement.
The movement of hardwood firewood and other regulated articles out of the 47 contiguous county Quarantine Level II area of the Lower Peninsula is prohibited unless under a valid MDA Compliance Agreement, or if articles are moving into Quarantine Level I. The movement of hardwood firewood and other regulated articles is not allowed into the Upper Peninsula, into Canada, or other states.
The movement of hardwood firewood and other regulated articles out of Quarantine Level II areas of the Upper Peninsula is prohibited without a valid MDA Compliance Agreement except regulated articles may move from Quarantine Level II of Mackinac County into Quarantine Level II of the Lower Peninsula.
The movement of hardwood firewood and other regulated articles out of Quarantine Level III areas of the Upper Peninsula is prohibited without a valid MDA Compliance Agreement except regulated articles may move from Quarantine Level III into Quarantine Level II within both Mackinac and Houghton Counties.
Compliance Agreement Treatments - Compliance Agreements are typically utilized by the forest products industry who can meet approved treatment methods which currently include removing 100% of bark and an additional ½” of wood for logs, and kiln drying, fumigation or heat treating ash lumber or hardwood firewood according to an approved treatment schedule.
Nursery Stock Moratorium - The sale and/or movement of all ash nursery stock within, out of or into Michigan are prohibited under all conditions
