Thank you for taking the time to share your thoughts and comments on the current options for the transition of Child Development and Care Eligibility to the Department of Education, Office of Great Start.
Background
As you may know, in an effort to bridge these disparities and align with broader national child care trends, Executive Order 2011-8, effective August 28, 2011, transferred all authority for the Child Development and Care (CDC) Program and Head Start Collaboration Office (HSCO) from the Michigan Department of Human Services (DHS) to the Michigan Office of Great Start within the Michigan Department of Education (MDE). This consolidation of early childhood programs and resources was aimed at maximizing child outcomes, reducing duplication and administrative overhead, and reinvesting resources from efficiencies into quality improvement and service delivery.
Please find below the descriptions of each of the four proposed models in which MDE is currently evaluating. For more information or a further explanation of each model click here to listen to the recordingof the CDC Eligibility Model Webinar for Public Comment held on March 21, 2012. PDF of the Presentation.
Model Overview
Centralized Model: Use a statewide contractor to determine eligibility and conduct parent education activities.
Distributed Model: CDC-funded DHS staff determines eligibility and conduct parent education activities using community based locations.
Shared Responsibility Model: DHS staff continue to collect information and determine eligibility, with CDC staff (MDE employees or contractor) completing CDC authorization and conducting parent education activities.
Please note: In an effort to move towards a recommendation to Superintendent Flanagan, this link will only be open from March 20-28. Thank you again for your comments. MDE is looking forward to your input.
