The Motor Carrier Division is responsible for technical and administrative support to the Commission in the areas of motor carrier, household goods moving company and water ferry regulation. The division is comprised of two sections: Motor Carrier Credentials & Customer Service Section and the Motor Carrier Safety & Compliance Section. Motor Carriers operating solely in intrastate commerce are required to obtain operating authority from the Commission. Each motor carrier applying for intrastate authority is required to submit proof of commercial public liability/property damage (PL/PD) insurance.
Division Staff also review applications for intrastate for-hire authority and the transfer of existing authority to ensure compliance with truck safety requirements, including carrier's safety policy, drug and alcohol testing policy, and driver qualifications. In addition, household goods carriers and certain water ferry companies are required to file and maintain tariffs with the Commission. The Motor Carrier Division is also responsible for administering the multi-state, Unified Carrier Registration (UCR) program. UCR fees from the registration of interstate motor carriers, private fleet operators, brokers, freight forwarders, and leasing companies in both Michigan and the Province of Ontario are collected by Division Staff and used exclusively for motor carrier safety programs, enforcement, or the administration of the UCR plan and agreement.
