• Executive Directive 2009-3 Executive Directive 2009-3, mandates reductions in contractual expenditures, a moratorium on new or expanded personal service contract expenditures and restrictions on the use of temporary employees. The Directive also establishes specific criteria under which the Director of the Office of the State Employer (OSE) may grant exemptions from the moratorium.
All requests for an exemption to the moratorium on new or expanded personal service contract expenditures must be submitted to OSE. For requests based upon producing substantial cost savings under Standard D, a complete cost analysis also must be submitted to OSE using the cost analysis form provided by Civil Service at www.michigan.gov/mdcs/0,1607,7-147-6879_9331-27424--,00.html. The completed form(s) should be transmitted to OSE (via fax at (517) 373-3771 or electronically to schmidtk@michigan.gov) concurrent with the department's electronic ADPICS CS-138 request. | • Model Pandemic Influenza Safe Work Practice The State of Michigan Model Pandemic Influenza Safe Work Practice (PISWP) was a collaborative effort between the Department of Community Health (DCH), the Department of Energy, Labor and Economic Growth (DELEG)/Michigan Occupational Safety and health Administration (MIOSHA) and the Office of the State Employer (OSE). The objective of this model and guideline is to assist departments in developing and implementing their own PISWP for respiratory illness outbreaks. | • Alternative Work Scheduling Information To better help state employees manage busy schedules, long commutes and high fuel prices, Governor Granholm has directed members of her cabinet to expand the availability of Alternative Work Scheduling options. Whether its telecommuting, four 10-hour day (compressed) work weeks, or other scheduling arrangements, these new options expand opportunities for employees without sacrificing the quality of service Michigan citizens deserve. | • Family Medical Leave Act The new Family Medical Leave Act (FMLA) rules became effective January 16, 2009 and include the new military family leave entitlements of military caregiver leave and qualifying exigency leave. Departments may find the US Department of Labor materials explaining the changes to be useful in implementing the provisions of the federal Family and Medical Leave Act. The Office of the State Employer offered a Family Medical Leave Act Update in January 2009. Those materials are available under the TRAINING tab on the left side of our website.
| • Changes to Health Insurance Fiscal Year 2009 The following changes in Health Care insurance were approved by the Civil Service Commission at their December 2007 meeting. These changes will become effective in FY 2008-2009 for all classified employees except those in unit T01.
| • Temporary Services Reporting In an effort to foster a highly qualified and dedicated state workforce, and to promote workforce stability and continuity, Executive Directive 2006-3, effective July 26, 2006, requires departments to provide notice to the OSE of each temporary personal service contract assignment, and requires OSE authorization for placements lasting longer than 480 hours.
Reporting and approval requirements are the same as they were under ED 2004-9 (which has been rescinded), except that they are now extended to all temporary placements. The form for submitting information and extension requests can be found on this page under the "FORMS" tab, Other Forms at left. |

• Professional Development Funds The Professional Development Funds (PDF) were established in 1991 to provide an opportunity for nonexclusively represented employees to obtain partial reimbursement for education or training that is not available through state-offered training or department funding sources. These programs are funded in accordance with the coordinated compensation plan approved by the Civil Service Commission.
