To be eligible for the federal funding, states must file a plan with the Election Assistance Commission, formed on the federal level, to administer HAVA. The plan must outline how the state will meet the technology and election administration requirements provided under HAVA; budget and monitor the funds the state is eligible to receive; adopt voting system guidelines consistent with the new federal requirements; educate voters and poll workers; adopt performance measures; and meet other specified requirements and criteria.

Michigan's State Plan was submitted to the Election Assistance Commission on December 19, 2003.

With the submission of the plan, it will be published in the Federal Register for a 45-day period.
